Paris Saint-Germain on Tuesday confirmed the signing of Zenith St Petersburg midfielder Leandro Paredes beating Chelsea to the playmaker.
The deal for the midfielder will see him stay in Paris until 2023.
The Ligue 1 champions tabled an offer worth a potential €45 million (£39m/$51m) which Chelsea were reportedly reluctant to pay despite losing Cesc Fabregas to AS Monaco.
PSG’s Adrien Rabiot is set to depart this summer as a free agent and are without the injured Marco Verratti.
Paredes told the club’s official website after his unveiling: “I’m very proud to be joining Paris Saint-Germain.”
